harry reid said there's a high level talks been going on so far, been very productive while house speaker john boehner said there's no decision how long this stop gap measure might be. folks are asking why are we waiting until the last minute. >> they are right to ask that question. what you are seeing is a reflection of the paralysis in congress which is very damaging to the american people and to the american economy. and the good news on the on the other hand is that there's at least a willingness to try to do what's called a continuing resolution so that we don't have one of those showdowns and shut the lights off. >> how real do you think? >> i think both sides know it's really damaging to their political prospects if we have a government shutdown and i think that's why you're seeing cooperation, cooperation borne of perception of political advantage or avoiding a catastrophe. but, you know, there's a lot more congress needs to be done. this is low ball expectations. continuing resolution is a substitute for a real budget and there's no possibility that there's going to be a budget.
